The Moroccan Ministry of Industry and Trade has revised the list of products subject to conformity control abroad. One of the modifications that have been carried out in said lists affects the fabrics for clothing (tissus d’habillement), whose control would be carried out at origin based on the standard NM 09.0.000 (NM 09.0.000 “Produits textiles et d’habillement – Exigences, méthodes d’essais et étiquetage” (visant également les accessoires).
The products affected by this new regulation are those contemplated in the items whose HS codes are:
5007 – Silk fabrics or silk waste. 5111 – Woven fabrics of carded wool or of carded fine animal hair. 5112 – Woven fabrics of worsted wool or of fine worsted hair. 5113 – Fabrics of coarse animal hair or horsehair. 5208 – Cotton fabrics with a cotton content of 85% or more by weight, weighing less than or equal to 200 g/m2. 5209 – Woven fabrics of cotton with a cotton content of 85% or more by weight, weighing more than 200 g/m2 5210 – Woven fabrics of cotton with a cotton content of less than 85% by weight, mixed mainly or solely with fibers synthetic or artificial, weighing less than or equal to 200 g/m2 5211 – Cotton fabrics containing less than 85% cotton by weight, mixed mainly or solely with synthetic or artificial fibers, weighing more than 200 g/m2 5212 – Other cotton fabrics 5309 – Linen fabrics. 5310 – Woven fabrics of jute or of other textile bast fibers of heading 53.03 5311 – Woven fabrics of other vegetable textile fibres; woven fabrics of paper yarn 5407 – Woven fabrics of synthetic filament yarn, including those obtained from products of heading 54.04 5408 – Woven fabrics of artificial filament yarn, including those obtained from products of heading 54.05 5512 – Woven fabrics of fibers synthetic staple fibers containing at least 85% by weight of synthetic staple fibers 5513 – Woven fabrics of synthetic staple fibers containing less than 85% by weight of these fibres, mixed mainly or solely with cotton, weighing 170 g or less /m2 5514 – Fabrics of discontinuous synthetic fibers with a content of these fibers less than 85% by weight, mixed exclusively or mainly with cotton, weighing more than 170 g/m2. 5515 – Other woven fabrics of synthetic staple fibers 5516 – Woven fabrics of artificial staple fibers 5701 – Carpets of textile materials, knotted or rolled, whether or not made up 5702 – Carpets and other textile floor coverings, woven, not tufted or flocked, whether or not made-up, including “Kelim” or “Kilim”, “Schumacks” or “Soumak”, “Karamanie” rugs and similar hand-woven rugs 5703 – Carpets and other textile floor coverings, including turf, tufted, whether or not made up 5704 – Carpets and other felt floor coverings, not tufted or flocked, whether or not made up 5705 – Other carpets and textile floor coverings, whether or not made up 5801 – Plush and chenille fabrics, other than articles of heading 58.02 or 58.06 5802 – Terry cloth, other than articles of heading 58.06; terry cloth, other than articles of heading 57.03 5803 – Lenore, other than articles of heading 58.06 5804 – Tulle, bobbin tulle and knotted fabrics; lace in the piece, in strips or in patterns, excluding products of headings 60.02 to 60.06 5805 – Hand-woven tapestries (such as Gobelins, Flanders, Aubusson, Beauvais and the like) and needlepoint tapestries (petit point, cross-stitch , for example), even made-up. 5809 – Woven fabrics of metallic yarn and woven fabrics of metallic yarn or of metallic textile materials of heading 56.05, of a kind used for making-up, furnishing or the like, not elsewhere specified or included 5810 – Embroidery in the piece, strip or drawings 6001 – Velvet, terry (including long-pile fabrics) and bouclé fabrics, knitted 6002 – Knitted fabrics of a width of 30 cm or less, containing elastomeric or rubber threads of 5 or more % by weight, other than those of heading 60.01 6003 – Knitted fabrics of a width less than or equal to 30 cm, other than those of headings 60.01 and 60.02 6004 – Knitted fabrics of a width greater than 30 cm, with a yarn content of more than 5% by weight of elastomer or rubber, other than those of heading 60.01 6005 – Warp knitted fabrics (including those obtained by braiding), other than those of headings 60.01 to 60.04 6006 – Other knitted fabrics These are included on the list ta of products controlled at origin dated 03/04/2022, attached file at the bottom of the page (“Liste des produits contrôlés à l’origine”). Likewise, in the statement from the Ministry of Industry and Commerce of Morocco, also attached at the bottom of the page, it is established that Importers of clothing fabrics without a certificate of conformity will be allowed to continue subjecting these fabrics to control in Morocco during a transition period that will end on 05/07/2022. From this date it will be mandatory to present the relevant certificate of conformity after the control at origin.
